Function nvapi_sys::nvapi::NvAPI_Initialize

pub unsafe fn NvAPI_Initialize() -> NvAPI_Status

This function initializes the NvAPI library (if not already initialized) but always increments the ref-counter. This must be called before calling other NvAPI_ functions.
